On 26 February, the European Commission presented the Clean Industrial Deal, setting a clear direction for the future economy of Europe. According to the CEO of the Estonian Cleantech Association, Kädi Ristkok, “The Commission's proposal provides a strong push to steer the European economy on the right path, positioning the clean technology sector as central to a clean and competitive economy.”
Kädi Ristkok stated, “The Commission shares our perspective on the development of a clean and competitive economy.” The Clean Industrial Deal addresses key barriers to clean economy growth by prioritizing clean and affordable energy, clean industry demand, and efficient financing. Prior to the Deal's publication, the Estonian Cleantech Association, together with over 100 European partners, submitted an open letter to the Commission, advocating for these same three priorities, which are now reflected in the published document.
The Clean Industrial Deal provides numerous policies and measures to support the clean technology sector. Notably, the adaptation of public procurement rules to prioritize domestic demand for clean technologies empowers governments to lead by example. Expanding beyond the scope of the Net Zero Industry Act, the Deal encompasses transport, the bioeconomy, materials, and chemicals, all of which are critical to an autonomous and efficient economy. Furthermore, the establishment of an Industrial Decarbonisation Bank, the enhanced role of InvestEU in risk mitigation, and new funding initiatives through the Innovation Fund will provide increased security for private investment.
The Deal serves as a strategic policy framework, with concrete legislative acts scheduled for adoption in 2025 and 2026. To facilitate regional discussion on the Deal's implications, the Estonian Cleantech Association will organize a pan-Baltic clean industry meeting on 5 March. Additionally, the Association will host a session between Estonian clean technology companies and the Ministry of Economic Affairs and Communications to address Estonia's interests within the framework of the Deal.

The association aims to increase the success of cleantech companies, enhance the development of a sustainable economy and reduce the negative impacts of the economy on the environment and climate.

26. veebruaril avalikustas Euroopa Komisjon Puhta Tööstuse Kokkuleppe (Clean Industrial Deal), mis seab selge sihi Euroopa tuleviku majandusele. Eesti Rohetehnoloogia Liidu tegevjuhi Kädi Ristkok'i sõnul annab “Komisjoni ettepanek Euroopa majandusele õige suuna, tehes rohetehnoloogia sektorist puhta ja konkurentsivõimelise majanduse alustala.”
“Komisjon näeb puhta ja konkurentsivõimelise majanduse arengut meiega sarnaselt,” ütles Ristkok. Võttes fookusse puhta ja taskukohase energia, puhta tööstuse nõudluse ning efektiivse rahastuse, lahendatakse mitmed barjäärid, mis on puhta majanduse arengut seni tagasi hoidnud. Eesti Rohetehnoloogia Liit saatis koos rohkem kui 100 Euroopa ülese partneriga leppe avalikustamise eel Komisjonile avaliku pöördumise, milles rõhutati neid samu kolme peamist prioriteeti, mille Komisjoni avaldatud leppest leiab.
Puhta Tööstuse Kokkulepe sisaldab palju konkreetseid rohetehnoloogia sektori arengut toetavaid poliitikaid ja meetmeid. Rohetehnoloogiate kohaliku nõudluse edendamisel antakse läbi riigihanke reeglite kohandamise riikidele võimalus olla ülejäänud majandusele eeskujuks. Võrreldes nullnetotööstuse määrusega (Net Zero Industry Act) laiendatakse leppes fookust energeetikalt ka transpordile, biomajandusele, materjalidele ja kemikaalidele. Need valdkonnad panustavad oluliselt autonoomse ja efektiivse majanduse arendamisse. Heitevaba Tööstuse Panga loomine, InvestEU suurendatud roll riskide maandamisel ja uued Innovatsioonifondi rahastusmeetmed annavad edaspidi lisakindlust erarahastajatele.
Puhta Tööstuse Kokkulepe on strateegiline dokument, mis pakub välja poliitikate paketi ning millele järgneb konkreetsete õigusaktide vastuvõtmine aastatel 2025 ja 2026. Eesti Rohetehnoloogia Liidu eestvedamisel toimub 5. märtsil Baltikumi ülene rohetehnoloogia valdkonna kohtumine, kus arutatakse leppe sisu. Lisaks korraldab liit kohtumise Eesti rohetehnoloogia ettevõtete ja Majandus- ja Kommunikatsiooniministeeriumi vahel, et arutada Eesti huve leppe raames.
Eesti Rohetehnoloogia Liit (ERTL) on rohetehnoloogia ettevõtete huvisid esindav erialaliit. Liidu eesmärk on suurendada rohetehnoloogia ettevõtete edukust, võimendada jätkusuutliku majanduse arengut ning läbi selle vähendada majanduse negatiivset mõju keskkonnale ja kliimale.
